The National AIDS Control Programme Phase III aims at halting and reversing the epidemic by 2012. It was approved with a total outlay of Rs 8023 crore for the five year period 2007-2012. Of this, Rs. 1125 crore (US 250 million dollar) has been obtained from the World Bank.
The World Bank loan is proposed for up-scaling targeted interventions among high risk groups and vulnerable population, improving access to safe blood, strengthening services for the treatment of sexually transmitted infections, capacity building, condom promotion and increasing awareness about preventive measures and demand generation for services available.The fund will also be utilized for augmenting the capacity for programme delivery at district, state and national levels and also to strengthen the information management system to improve the effectiveness of data collection and analysis. These activities will be taken up throughout country with a higher focus on 195 districts, which have a higher prevalence of HIV infection in the country.

The goal under the National AIDS Control Programme Phase III is to reduce new infections estimated in 2007 by 60% in high prevalence states so as to obtain the reversal of the epidemic & 40% in the vulnerable states so as to stabilize the epidemic by 2012.
