Bissell joins Artia Solutions with more than 14 years of experience in Medicaid pharmacy benefits service administration.
He will be responsible for managing client accounts, assisting in the implementation of new drug launches, and spearheading select new client deliverables at Artia Solutions.

Previously, Bissell was the Regional Pharmacy Director for Change Healthcare Medicaid Pharmacy Services Division located in Augusta, Maine. He oversaw eight state accounts, including profit and loss management that generated more than $15 million in annual revenue. He also worked with the business development team as a subject matter expert developing its clinical solutions and cost proposals.
Bissell began his career as a community pharmacist, and later held positions such as Clinical Pharmacy Manager/DUR Director/PA Pharmacist and Regional Pharmacy Manager at Change Healthcare (formerly Goold Health Systems).
Bissell received his Doctor of Pharmacy from Drake University and his Master's in Business Administration from Grantham University. He and his family are based in Clive, Iowa.
