District health officials are hoping that the campaign will help to make HIV antibody testing a part of the regular medical care in the district, which 'boasts' of highest HIV prevalence rates in the country.

A report, released by the D.C.based Apple seed Center for Law and Justice in August 2005, points out that the city's reaction to the AIDS pandemic has been rather inadequate.
