US Climate Plan Must Not Substitute UN Treaties: China

The new climate plan of the US should complement rather than substitute the Kyoto Protocol and the UN Framework Convention on Climate Change (UNFCCC), China's top economic planner Ma Kai said Monday.

The US plan should reflect the common but differentiated responsibilities in the UNFCCC and some details in the plan are to be communicated and discussed with other countries, Ma said at a press conference.

He said the US new proposal showed positive changes, such as the notion that tackling climate changes should not affect economic growth. It also emphasizes technology innovation and transfer in combating climate change.

China is ready to strengthen cooperation with the US on handling climate change to achieve a win-win situation in the principle of seeking common interests and shelving differences, the minister said at the official launch of the country's first national action plan to respond to climate change.

Ma said the country does not include carbon dioxide in its major pollutants reduction plan, but energy saving will help reduce its emission.

China has set the target of cutting major pollutants including sulphur dioxide and chemical oxygen demand by 10 percent by 2010.
