Rubin retired in March after more than 30 years of service with the federal agency that manages the Department of Defense's TRICARE program, the health services and support plan for active-duty service members and retirees, and their families. Rubin held several senior executive positions with TRICARE Management Activity (TMA), formerly known as OCHAMPUS, serving most recently as director of operations and deputy chief of TRICARE Acquisitions.

William R. Horton, president of the Government Programs Division for TrailBlazer's parent company, BlueCross BlueShield of South Carolina, said Rubin's experience with health care contractors' budget processes, operations, management, procurements and compliance will be invaluable to TrailBlazer.

The company also performs specialized Medicare program administration activities that serve health care providers and beneficiaries throughout the nation.
