Development of the CONNECT Solution Recognized as a Ground-Breaking Government IT Project

CHANTILLY, Va., June 1 /PRNewswire/ -- Agilex Technologies, Inc., an enterprise application, solution and advisory firm serving the healthcare, national security and public sectors, today announced that it has extended its successful health IT partnership with Harris Corporation, an international communications and information technology company.  Agilex has served as a principal member of the Harris-led team developing the CONNECT Solution for the Office of the National Coordinator for Health Information Technology's (ONC) Federal Health Architecture (FHA) initiative since the contract's inception.  The companies are building upon this partnership to help other organizations implement the CONNECT Solution successfully while continuing to support the FHA program.  ScenPro is the third valued member of the Harris CONNECT team.

The CONNECT project is one of the most lauded IT programs in government.  This highly collaborative, cross-government effort was recently recognized by the American Council for Technology/Industry Advisory Council (ACT-IAC) with a prestigious 2010 Intergovernmental Solutions Award.  In addition, InfoWorld called it one of their top IT projects for 2009 and InformationWeek named it one of year's best examples of government innovation.

The CONNECT Solution serves as the reference implementation of the Nationwide Health Information Network (NHIN).  It was originally built in conjunction with twenty federal agencies and today it has been adopted by both government and private sector entities.  The CONNECT Solution boasts significant innovations in terms of its use of service-oriented architecture (SOA) design principles, open source technologies and its comprehensive support for emerging standards for health information exchange.

As a result, it offers a highly adaptable and extensible platform for the secure exchange of medical records.  For example, the CONNECT team is already working to incorporate support for Meaningful Use reporting criteria into the CONNECT 3.0 release, which is scheduled for this summer.  

The project has also demonstrated the significant benefits that agile software development can provide government agencies.  In terms of specifics, the team was able to deliver the complete CONNECT Solution in less than a year -- on-time and on-budget -- with subsequent upgrades released quarterly.  In addition to developer productivity that was five times the industry average, the project team also delivered higher quality, with defect rates just a quarter of the industry norm per thousand lines of code.

Working directly for ONC, the team was responsible for development, configuration and testing of the core gateway technology.  They also worked closely with members of the FHA initiative to develop agency-specific adapters, certify the technology for production implementation, and to address system integration requirements.  They have also played an important role in establishing the open source community for CONNECT that is facilitating more widespread adoption of the technology.
