Foreigners seeking Surgery in India are not only lured by the low costs of medical procedures in India, but also because they feel comfortable with such a vast English-speaking population, which diminishes the language barrier between the doctor and his patient.

This is an excellent question that I have seen many times, although this particular time it is 2 years old. Medical Tourism is a growing field, and as such new networks are constantly forming. There is one in particular that will market your facility for you, and has access to millions of patients. From what I can tell they don't charge the facility anything to be in their network. From my studies this is a great place to start.
