The Red River Valley Water Supply Project's key agenda is to transfer water from the Missouri River to eastern North Dakota, especially heavily populated areas in the red river drainage basin. The environmental groups are up in arms against this proposition, due to a perceptible risk of foreign biota filling up the river.

Beatrice Olivastri, executive director of Friends of the Earth Canada, feels that a task of such a magnitude , interbasin transfer, should come under the purview of the of the International Joint Commission, which is in charge of the administration of water issues between Canada and United States.

Olivastri calls upon the support of the Prime minister, Stephen Harper, in this tussle, nick named Garrison II , succeeding a similar project in the 1960’s.
