A professor has suggested the introduction of a license for smokers to buy cigarettes which will also come with a restriction on the number of cigarettes they can purchase.

A University of Sydney professor of public health, Simon Chapman, has suggested that smokers should be forced to have swipe-card licenses which will also have a limit on how many cigarettes they can buy.
