Orissa Medical Services Association (OMSA) is to have a general body meeting on July 19 and mass resignations would be submitted by July 20, said members.
Doctors in the peripheral service structure are getting impatient because there are no signs of a reworked cadre system in the Orissa Medical Services, even two months after Orissa Chief Minister Naveen Patnaik's promise.
AdvertisementNon-introduction of the much demanded rule prohibiting violence against doctors and health personnel, delay in extending the announced incentives as Specialist allowance and post-mortem allowance and arranging for a rational transfer policy have added fuel to fire and the doctors are set to reissue their threat of en masse resignation.
Following the announcement for restructuring of OMS cadre by the Chief Minister in the Assembly on March 15, the OMSA submitted a detailed proposal for the purpose that included a remodeled hierarchy with Director-General of Health Services (DGHS) at the helm.
The doctors' body has asked for creation of posts of Regional Director of Health in each of the 13 old districts with the responsibility of supervision of the health care delivery system and implementation of the different schemes.
The rechristened Chief District Health Officers would be in charge of the district health administration, accountable to the Regional Directors.
The Specialist posts of different specialties should be managed by the doctor of the concerned faculty only and in no way should be filled by doctors from other specialties.
According to the OMSA leader and Cuttack Branch Secretary Dr JP Biswal, the proposal wanted all district headquarter hospitals to be brought on par in terms of health facilities and the scenario to be reviewed periodically.
Further, the Chief Medical Officer of the Capital Hospital, Bhubaneswar (CHB) should be upgraded to Director of Medical Research and Training.
Dr Biswal said a detailed proposal for streamlining the transfer policy has been submitted. But it seems both the proposals are yet to be considered and this is forcing the doctors to stage agitation again.
