It is awarded to internal audit professionals who have met the rigorous requirements of The IIA's CIA Program, including an intensive training program culminating in a four-part examination, as well as illustrating high standards of character, education and experience.

Goatley holds a Bachelor of Arts in Psychology from Chaminade University in Honolulu, and Master of Science degrees in Management Systems from the University of Southern California and Computer-Information Science from St. Mary's University in San Antonio. He also has earned his Doctorate in Business Administration from RKC University (Zurich), EU-International in Switzerland.
Goatley is a Certified Internal Auditor (CIA), a Certified Fraud Examiner (CFE), Certified Healthcare Compliance Consultant (CHCC) and Certified Healthcare Compliance Officer (CHCO). In addition, Goatley holds the Certified in Healthcare Compliance (CHC) designation from the Compliance Certification Board and the Certified Compliance & Ethics Professional (CCEP) credential.
