Jacobs, of Pennington, will succeed Acting General Counsel Karen Ali, who has been named NJHA's vice president of compliance and regulatory affairs.

As general counsel, Jacobs will provide direction on all legal matters to NJHA and its affiliates, including matters of corporate law, health law and litigation.

"He has counseled hospitals, health systems, insurers and outpatient providers, and he truly understands the fiscal, regulatory and policy challenges facing healthcare today."
Jacobs comes to NJHA from the law firm Hodgson Russ in New York City, where he was a general partner and chair of the Health and Government Relations groups. He also has an extensive record of public service, with stints as chief counsel to the speaker of the New York State Assembly, counsel to the chairman of the N.Y. Assembly Ways and Means Committee and legislative counsel to the N.Y. Assembly speaker. As part of his government service, he has negotiated and drafted numerous pieces of legislation, including New York's Health Care Reform Act of 1995 and the Medicaid Managed Care Act of 1995.
He earned his law degree from Yale University School of Law and an undergraduate degree in history from Brown University.
