Media Advisory (Telephone Press Conference): Is Donor AIDS Money Strengthening Health Systems? New Study Finds Missed Opportunities

The Center for Global Development will hold a telephone press conference on July 29, 2008 to introduce new research ahead of the official launch event at the International AIDS Conference in Mexico City. The report, Seizing the Opportunity on AIDS and Health Systems, finds that billions of dollars in donor money being spent in developing countries to fight HIV/AIDS could be much more effective if the U.S., World Bank, and Global Fund pay attention to the effects of their programs on health systems of host countries. As donors expand their programs in developing countries, they draw on the resources of domestic health systems, sometimes weakening them, the report says. Fortunately, the report notes, there are many specific opportunities to both strengthen host country health systems and increase the effectiveness of internationally backed AIDS programs. Nandini Oomman, Director of CGD's HIV/AIDS Monitor and the lead author of the report, will be joined by William Okedi, Field Director of the HIV/AIDS Monitor, and principal investigators from Mozambique, Uganda, and Zambia. The research team will reveal the key findings and policy recommendations and will conclude by answering questions from the media.
