James Zingale Joins Safety Net Hospital Alliance of Florida

TALLAHASSEE, Fla., May 28 James Zingale, Ph.D., a formerstate revenue department director who has extensive experience in taxationpolicy research, technology and the legislative appropriations process, hasjoined the Safety Net Hospital Alliance of Florida.

Zingale will serve as Executive Director of Research and Fiscal Analysisfor the Alliance. In that capacity, he will work on fiscal issues related tosafety net hospitals, and assist in developing health care policy for Florida.

"Jim Zingale is one of Florida's leading experts in state budget andrevenue matters, legislative policy and the use of technology to enhanceorganizational effectiveness," said Tony Carvalho, President of the Safety NetHospital Alliance of Florida. "Given the complex and challenging environmentsafety net hospitals are facing, we're delighted Jim is joining us. Hisexperience will be invaluable."

Most recently, Zingale served as Interim Executive Director of the FloridaAgency for Enterprise Information Technology. From 2000 to 2007, he wasExecutive Director of the Florida Department of Revenue, a major state agencywith more than 5,400 employees and an annual operating budget of $504 million.The Department of Revenue processes over $40 billion in state revenues.

While heading the state revenue department, Zingale oversaw implementationof two monumental technology projects-a $110 million Integrated TaxAdministration System, which delivered a 10-to-1 return on investment, and an$86 million Integrated Child Support System. During his tenure, the revenuedepartment received the National Excellence Award from the LBJ School ofPublic Administration.

Prior to that, Zingale spent 18 years as leadership staff serving bothchambers of the Florida Legislature. He held key research, policy and liaisonpositions as Staff Director of the Senate Finance and Tax Committee, HouseAppropriations Committee, and was the first Legislative Research Director ofthe state Division of Economic and Demographic Research.

Zingale holds a doctoral degree in philosophy and economics from FloridaState University, along with a master's degree in economics and a bachelor'sdegree in business administration from Bowling Green State University. He ismarried and resides in Tallahassee.

The Safety Net Hospital Alliance of Florida includes the state's teaching,public and children's hospitals. While comprising just 10 percent of thestate's hospitals, the 14 safety net hospital systems provide 50 percent ofthe state's charity care, 80 percent of the state's graduate medicaleducation, and 67 percent of the organ transplants performed in Florida.
