All Americans get $5,000/year to spend on health care, with a rebate for the unused portion

GUILFORD, Conn., April 1 /PRNewswire-USNewswire/ -- Warren Mosler, the Tea Party Democratic candidate for the U.S. Senate, released his hybrid health care proposal that gives Americans a powerful market based incentive to use only what they need, while slashing the true cost of health care for the U.S. economy.

Mosler's populist, bottom up, health care plan for all Americans features:

  • Everyone over 18 years old gets $5,000 to spend on health care each year:  $1,000 for preventative care, and $4,000 for all other health care needs.
  • Medical expenses exceeding $4,000 would be covered by a form of Medicare.
  • At year end, the individual receives the unused portion of the $4,000 as a payment with no strings attached as an incentive to find the best possible deal.
  • All Americans are free to buy any private insurance or medical plan they wish.
"My proposal maximizes personal choice and taps into America's unparalleled ability and enthusiasm to shop for the best possible deal.  Health care-related financial burdens are removed from individuals, businesses, and the States which will no longer have to struggle with unfunded Medicaid mandates," said Mosler. "It is populist and progressive because it covers everyone and because $5,000 is worth a lot more to people with lower incomes than to people with higher incomes.  And the plan is fiscally responsible, as abuse, incentives for fraud, and the total medical costs to the nation are dramatically reduced."

"It's a win-win-win for our national health, our personal freedom, and the American economy," added Mosler. "It is also an expression of traditional populist Democratic values as well as core Tea Party economic values, employing competitive market solutions, reduced personal expenses, and a drastic reduction in government's participation in personal health care choices."

In his relatively brief time on the campaign trail, Mosler has positioned himself as the candidate uniquely qualified to fix the U.S. economy in 90 days, leading with a full payroll tax (FICA) holiday to increase take home pay and business sales, and restore full employment and prosperity.  And, as Mosler states, the fact that Federal taxes serve to regulate the economy and not to collect revenues per se means we can all rest assured that the U.S. Government is always able to make all Social Security and Medicare payments.
