- Everyone over 18 years old gets $5,000 to spend on health care each year: $1,000 for preventative care, and $4,000 for all other health care needs.
- Medical expenses exceeding $4,000 would be covered by a form of Medicare.
- At year end, the individual receives the unused portion of the $4,000 as a payment with no strings attached as an incentive to find the best possible deal.
- All Americans are free to buy any private insurance or medical plan they wish.
