California Hospitals Condemn Nurses' Union for False Allegations About Hospital Seismic Bill

The California Hospital Association (CHA) takes strong exception to the false allegations being made by a small group of labor organizers about the impact of a bill now on Governor Schwarzenegger's desk aimed at helping a few, financially at-risk safety net hospitals comply with the state's sweeping unfunded seismic compliance mandate.



SB 306 (Ducheny, D-San Diego) is narrowly crafted to allow a small number of hospitals the opportunity to apply for a 7-year extension to the 2013 compliance deadline. In return for this additional amount of time, these hospitals would be required to meet the state's more stringent earthquake safety standards 10 years sooner, by 2020 instead of 2030.



In order to qualify for this extension, SB 306 requires hospitals to meet restrictive financial criteria, which is detailed in the legislation. Essentially, only those hospitals that are at greatest financial risk and serve high volumes of Medi-Cal and uninsured patients are eligible to apply for an extension under SB 306. SB 306 will ensure that these safety net hospitals are able to continue caring for patients while they simultaneously rebuild their facilities to meet California's tougher earthquake standards.



SB 306 also would expedite the process through which hospitals gain state approval for their construction projects. The bill would allow hospitals to include the Office of Statewide Health Planning and Development (OSHPD) earlier in the design stage, thus speeding up the review and approval process.



The California Nurses Association's (CNA) misleading statements about SB 306 demonstrate that this labor union cares more about sensationalized publicity stunts than improving access to care for millions of Californians.
